I cant recommend compilers without knowing the programming language you are learning.
C/C++?
VB?
Java?
ADA?
Pascal/DElphi?
Fortran (old old) ?

HTML is also programming mah
HTML cannot be considered a programming language, it is just a markup language.

Just go grab a book lah... if you dun wish to spend the money.. then go borrow from the library.....
If you wanna learn programming, the popular ones are:
C++
Java and J++
Oracle/Delphi
For C++ and Java you can get the compilers from Microsoft Visual Studio.NET
For Oracle, me not so sure.(I dun study this in my course, I studied DBMS instead..)

whahaha, its not easy to pick up programming through the net UNLESS u have previously learnt some other form of lang if not, go learn Flash-Actionscripting, its lik java but sooo much easier
