Domain Names

Hi,
Was curious about actually how to go about registering for a domain name... I know there are ISPs that sell domain names, but for example, how did www.business.com get registered?
Who is the governing body? Or is it based on a come first serve basis? Like, the first ISP who creates a site at that address owns the site?
Any feedback would be greatly appreciated.
