I think Palmer was doing his duty, and job as the MP just fine. Just that he wanted damage control, he chose to quit.
If you ask me Palmer did better damage control compared to that ex-WP guy, who really did abit, then zao.

As to why he don't want rally, because it cost money, at least $15K, can put to better use. Maybe because lose election deposit already not so painful.
