  The limousine counters at respective Terminals are operated by....

  1) Taxi association

  2) Woodlands Transportation (Shuttle buses & Maxicabs).

  If your question is.... which companies limousines can Q at AP Limo Q.... I can say is all companies can Q.  The drivers just have to pay the levy for the trip they pick when their turn comes.

  The Q for the normal 4 seater (for Mercedes Cabs) is at Terminal 2 Coach Bay.
