Taxis will be taken out of the Certificate of Entitlement (COE) bidding process from August, said Transport Minister Lui Tuck Yew on Friday.
Speaking before an event, Mr Lui said taxis will pay for COEs based on the prevailing quota premium for Category A under the vehicle quota system instead.
However, COEs used for taxi fleet expansion will be taken from the Open Category, which can be used for any vehicles but is mainly for bigger cars.
The Land Transport Authority (LTA) will require taxi operators to meet new taxi availability standards from January 2013. These standards will be announced in the fourth quarter of this year.

By Angelina Dass SINGAPORE - Minister of Transport Lui Tuck Yew today announced that taxis will be taken out of the COE bidding process with effect from August 1, 2012. This move is part of three initiatives taken by the Government to make taxis more readily available to commuters. Mr Lui said regardless of whether the new taxis are intended to replace deregistered taxis or to add to the existing fleets, companies will now pay the Quota Premium (PQP) of Category A (cars 1,600 cc and below). "And so from now on, taxi operators will be price takers," he said. PQP refers to the average premium price for the past six bidding exercises. Currently, taxi companies can bid for a new COE or pay PQP to register a taxi. The latter is only in the case of a new taxi that replaces a deregistered one within six months. Speaking at the sidelines of the Ministry of Transport (MOT) Family Scholarship ceremony held at Sheraton Towers, Mr Lui also announced that with effect from the next bidding exercise on August 1, taxis will be moved to the Open category (Cat E). This means that while taxi companies pay the PQP taken from Category A (Cat A) they will be registered in Cat E. COEs in Cat E are made up of 20 per cent of vehicles from categories A to D and can be used to register vehicles in any category. Taxis are currently allowed to be registered using Cat A COEs, even though almost all of them today have engine capacities above 1,600cc.
Noting that taxis come in a range of vehicles, Minister Lui said that they will be a better fit in the open category than in the category for small cars. "The variety of taxis that we see, come to some extent from Cat A type of vehicles, certainly Cat B type vehicles and some of them are even mini-buses and hence we think that it is more appropriate that taxi COEs be taken from Cat E instead of Cat A", he said. LTA say before , they will never encourage people to rent a taxi as their personal vehicle . Taxi must be utilsed fully by 2 drivers !

Confirm still need to pay and pay.
It all the pressure from the car industrial, the whole of singapore knows it, except LTA and their frog minister, who may know it, but choose to turn blind on it.
COE being high will definitely deter buyers of cars, even some of the richs will also think of spending wisely, not that being rich, they will buy car, being prudent and realistic is also in the mind of most business rich peoples. Many new car salemen was cut or resigned from their job due to poor demand, not only car seller will be affected, the loan and insurance co, the servicing, the repairer, parts, and nearly the whole car industrial including traffic fines and ERP etc etc will be affected. Less business means less jobs. Less spray painter, less admin, less service engineer and so on.
Now then they see, from the marco level, the long term effect if thing are not change, but to start with Taxis is really a joke, bidding on a open market will only increase taxi companies cost, when that happen, the domino effect will take place, end up consumers will bear the cost. And when consumer having to bear to cost decided to tighten their belts. Then we will see more taxi with green signs on the road.
There are 3 main issue that the govt need to address fast and furiously
1. The cost of living, seem like after the initial vowed of "we make sure no singaporean will be left behind" could end up "those left behind, too bad, you are on your own base on our meritocracy system". You just look at the inflation datas from the past months or years, how can there be no one left behind, in fact, even more are left behind. You read that the recent real wage increase is going to in a deficit for wage earners, given a 4 percent increase, you are still lacking 1.2 percent because of a 5.2 percent inflation.
Then they said, oh, inflation because of high car prices and houses, dun they know about the domino effect in economy???? Even a nasi lemak seller will know that if I need to pay high mortage for my van and house, I will increase my lemak from 2 to 3 dollars per plate, maybe just add abit more peanuts.
2. The foreign immigration policy, this issue is an chicken and egg issue to the govt, they need to strike a balance and truthfully tell themselves, you want to let go of Singaporean faith on you, which is already in the last bar of a four bar meter, or you want to continue to see a double digit GDP growth everyear which translate into public servants bonuse and pay increases.
Then they said, Oh, if no foreigner, companies will go away, then singaporean end up also no jobs, this is a threatening statement, a true blue singaporeans will not mind suffering if all singaporean are to equal share the suffering without foreign intervention, we went thru the oil crisis of 70s, the economy crisis in the 80s and the financial crisis in the late 90s, in the 60s, we went thru many crisis, but we still stand up and move on, do we have foreigner during those time? Maybe in the late 90s, yes, but not like today, today singaporeans feel they had lost all the faith and true identity.
3. Depressive wages against a backdrop of the first world standard, Prof Tommy Koh had pointed out several first world salaries against Singapore, and we are the lowest, fomer NWC chairman said, all low wages must go up by 50% inorder for peoples to face the reality of living in a first world of high cost and high inflation. Then the govt thru NTUC said, must have productivity first, what is productivity when a person is not getting enough bread and butter on the table, you fed the cow to do work, and not ask the cow to work n work without feeding it, and moreover, we are not cow.
You go around and see which companies produce good productivity, we had bees and honey in our early 80 and 90s productivity, today, just a mouth, some dining and wine, and you want to talk about productivity when companies can just save cost by employing cheap foreigners, that is productivity to them
