Double standard between taxi company?

Last time I am driving red. Got once when I stop at a traffic junction there is a LTA officer beside me he ask me wind down window and tell me I am not allow to put luggage inside the passenger compartment. Then recently I kanna complain from pax to CDG because I refuse to put the luggage inside the passenger compartment then the IO from CDG tell me he has spoken to LTA and they tell him I am allow to put. So is can put or cannot put?

Then also there is an instance I am being pull over during last year new year day eve at 4am in the morning along upper Thomson Road by 2 LTA officer. They them kpkb me because I am wearing slipper and not wearing collar shirt. Then I kpkb them I already off duty and going to pump CNG. But now I drive CDG on few occasions when I am driving during weekends wearing T-shirts, shorts, slippers they see me but never stop me at all. How come like that?

Could be LTA also like SAF, cock up people, they themselves also do not know what the fuck is going on, I got a malaysia relative working for LTA as parking attendant, everyday must book 10 vehicle, then some day said 5 can already, then when all very good, no booking, they said he idle.
Rules are not laws, rules are created by companies at their own discretion, it can be changed here and there without the need of consultation, committee set up and the need to pass the bill at the parliament, as such, breaking the rules is less offensive than break the laws.
I got caught with slipper at kramat road too, end up LTA and me go smoking, he told me, I break the rules, but not the laws, no summon, the most is report to your company, but after smoking, we parted and forget everything, now i still wearing slipper, get caught again at AP, told them HK foot, can wear shoes, end up they also bo chap.

If you work in a corporation, you will understand,
Company got one set of rules and regulation, then division got their own set of cultured rules, than depts all the way to section got their own unique rules make out of the company rules and regulations, end up with a mess up rules and regulations and each dept or division, due to politics and never want to loose atitude, argue over rules and regulations that make it more worse.
And if it is a GLC or MNC, worst, global and govt rules also come into the picture.
