  Yes there is, when the ERP is not in operation.  Check the ERP operation times at one motoring.

  btw, CDG really give refund if u enter CBD and left after 15 mins without getting a pax.

  Foolish Question. If you dare, just enter by the junction of Rochor Canel Rd and Short Street. Wait and turn when pedestrian crossing green light at Sim Lim Square. Best way is to ride a motor powered bicycle to pass thru, 100% sure no need to pay, but in future not sure. Or my imagination only, get Transformer for help, since on the road so many car pasted the logo at the front and back of their cars.
