My crystal ball tells me the easiest way out of this mess is the following.
1. Transition to a system whereby LTA specifies what a taxi and limousine should be - namely the colour and the roof top sign. LTA will continue deciding on the new fare structure.
2. Introduce a new taxi COE. Yes pay for the right to own a cab. Allow exisiting cars to be re-purposed as a taxi, but limited only to citizens.
3. Get CDG to lease out their MDT, fare meter and receipt printer.
4. Existing cabs just run as per normal but slowly transition to this new system.
5. Slowly retire the old taxis, so effectively CDG, SMRT, Transcab become a call centre cum car workshop. Let these different entitites merge in a few years time, so effectively getting a taxi operator license is about managing a successful call centre, and doing maintenance of taxis owned by cabbies, so commuters can be assured that they are paying for a ride on a well maintained taxi.
6. Make it compulsory for taxis leasing MDT from say CDG to have their taxis serviced by the respective companies such as CDG. This is to ensure accountability.
7. Specify minimum working hours for cars being re-purposed as taxis, so people do not abuse the system, and so that commuters needs can be met.
My proposal is a win-win scenario for all parties, and will result in a reduced vehicle population.
My two balls tell me, LTA scholars are too proud to listen to our feedback, they rather make a wrong decision, end up with cock up system than to listen to you, getting sack or approved resignation is one way of getting out of their scholarship bonds.

Own taxis can be a dream only , unless no PAP in Singapore , taxi companies lease taxis to cabbies , and sit there earning 7% GST easy easy .... Go do your math ... everyday 25000 taxi paid almost averagely $7 for them ....
That's a cool $175,000 daily , $5.4m in GST from taxis monthly .
