surface area of cuboid = 15.6 * 17 * 2 + 17 * 3 * 2 + 3 * 15.6 * 2 = 726 cm^2
surface area of cube = 6 * r ^2 = 726cm^2
r = side of cube = sqrt(726 / 6) = 11cm
volume of cube = 11^3 = 1331 cm^3
cross sectional area of cylinder = pi * 10^2 = 314.159 cm^2
thus, rise in water level = 1331 / 314.159 = 4.24 cm
