If you had caught the documentary on Discovery about fisherman in Alaska or Greenland fishing for Alaskan crabs in sub zero temperature, you would have seen ice forming on the floor n masts of the trawlers.
It;s too long here for me to explain about supercooled waterdroplets or how a Supertyphoon Vortex can suckup so much heat that it lowers the temperature at a very fast rate but it is possible for water to freeze at a very fast rate, which is why we get hails! Hurricanes are nature 's vehicles to balance the high thermal temp in the tropics.

A droplet of supercooled water ,at say, 30,000ft drops n form a block of solid ice, ( called Hail or hailstones , )while on its journey to the ground . How long does it take for that droplet to drop from that height n hit the ground? If freezing is not possible, it would take that droplet days to freeze or it would just form rain..

I had seen ICE form on landing gear during a 20min descent n still those ICE were solid n melting slowly when I landed in DXB. imagine DXB, 38Deg C! I had seen ICE form on leading edges while taxiing out to RNWY at Heathrow in 10mins.OAT 3degC.
