Just ask what program she/he's having for new year. Usually they will ask you the same question. Tell them you are free and no one ask you out on that day and complain that it's really boring to stay home for the new year. Now see if they will really ask you out.

Casually ask "hey, what's your plans for new year" if he goes "nothing" then you can go "me too" see if he ask u out or not. If not, you can ask him "shall we go ____ since both of us is free. Of cos unless you want to stay home"
If he tells you his plans, then.... too bad. move to the next one in queue -
