  it used to be like that.
  
  and whenever big clubs needed players (e.g. injuries), they just grabbed players from the smaller clubs.
  
  with the window, the clubs will have to make do with whatever they have till they are allowed to transfer players again.

  I prefer the old jan window, this aug one really restricts a lot of things.
  
  oh well, u can always sign free transfers even when it's closed
