This pathway depends on the amount of glucose in your body. Basically, what starblue said is correct. Upon consumation of a meal, the level of glucose in your body should RISE which shifts the reaction TOWARDS glycogen. Therefore, you should have Glycogen <---- Glucose.
However, after your body (mainly your brain) uses up glucose for aerobic metabolism, you need glucose as an energy source. Thus, it now becomes Glycogen ---> Glucose.
Note that this process is a CONVERSION. Not synthesis.....
