and i also see tiny specks in the water, dunno fin material or parasites. or maybe tiny air bubble(unlikely)

My fishes sometimes regurgitate their stomach contents when they're stressed (eg. if the air pump broke down for 1 day) and the water will appear extremely cloudy too. And a large water change will do the trick in such situations.. Oh and if the water is very dirty the fish's fins may rot also... but not sure if this is the case for your goldfishes leh..
In any case, i think it may be wise to just do the big water change and avoid putting any medication till u're sure it is an infection cos many atime, these generic drugs do more harm than good for the fishes.
Oh to cultivate the denitrifying bacteria why don't u add ammonia/nitrite-removing stones to your filter medium? Can get them at most aquariums..Originally posted by bismarck:thanks
i did a 45-50% change and within 1hr the quality improved and i suspect it's due to the filter. i used a very basic filter that served me well. apparently i ddint clean that filter for something because i was afraid it would wash off all the denitrifying bacteria.

They can remove the ammonia and nitrite from your water directly and at the same time, provides a large surface area for the denitrifying bacteria to grow and reproduce.
