Someone made a failed attempt on LKY's life, and he was warded.
The chiefs of the CID, CPIB and CNB was summoned to LKY's bedside. Each of them was given 5 days to capture the assassin, who was hiding at Bukit Timah Hill.
The CID took a day to plan, and they went in search of the assassin the next day. They reported back that the mission was a failure 4 days later.
The CPIB then proceeded to plan for the next 4 days. They too reported their mission to fail a day later.
Next, CNB took an hour to plan, and they captured the culprit the next day. Happily, they dragged a gorilla out of Bukit Timah Hill, which was beating its chest and claiming, "Me! Me!"

CID
They spent their time drinking kopi in the office most of the time during planning. They thought that they had more than enough time to search the place, and slack somemore during the search.
CPIB
They spent more time planning than carrying out their mission.
CNB
They do not plan much. Once into action, they would rather kill wrongly than let any suspect escape. Hence, when they saw the gorilla, they beat the daylight out of it to extort a confession. That was why the gorilla was claming itself to be the culprit, to avoid more beatings.

there's an american version...
to test the CIA, the FBI and the LAPD, the president released a rabbit into 3 forests and told the agencies to retrieve the rabbit...
in the first forest, the CIA trained badgers, foxes and hedgehogs to be operatives and financed the local wolf into being the dictator and druglord... after about 3 years, the whole of the forest was subverted and became a cesspit of murder and mayhem... the rabbit was never found and forgotten after about 2 years into the operation... the CIA continues to run covert operations there in order to control the local wolf which they put in power...
the FBI pulled in the DEA and went into the forest, guns blazing and burned the whole forest down, claiming that the rabbit started a cult and was threatening everyone with weapons...
the LAPD went into the forest, and came out 5 minutes later beating on a gorilla which had its paws raised, whimpering "okay okay.. enough enough!! i'm a rabbit, i'm a rabbit!!" -
