Step 4 and 5 cannot happen if gov regulate everything to the same level as taxi, same fare level as taxi. Put in all the rules that taxi have to private car app then allow them to run, or else ban it. Like other countries have already banned uber.

Taxi company need to meet availability, booking, hotline, 250km, etc standard. Cannot meet kena fine.

Taxi for singaporean. Private car open to international.
Insurance taxi campany. Private car dont know who.
Maintainence taxi company. Private car who cares. Driver n pax problem. No incentive for private car to do proper maintence.
Like that who still want to operate taxi company can close shop slowly.

Taxi drivers not stupid lah..They know from day one the incentives won't last one. Grabtaxi oso not stupid.
1. Grab start with grabtaxi. Build up taxi drivers base with huge incentives and customer base with huge discounts. You need these two hands to clap.
2. Then slowly reduce incentives. They know some TDs will run road on them.
3. No need to build customer base again cos they already have grabtaxi customer base. Then introduce grabcar lor...the number of new grabcar drivers far exceeds the number of TDs lost.
4. Now got grabcar and grabtaxi. No need worry customer got no taxi or car.
5. Grab has merged the two booking platforms into one - grabtaxi and grabcar. it's called Flash. Seamless and more efficient use of available taxis or cars. Pax just press a flash button. The booking goes to both taxis and cars to bid. Grabtaxi and grabcar drivers go fight it out amongst yourselves.
Why they succeed? Cos taxi drivers are not united. Now they kpkb oso no use cos many are addicted to grab liao, esp non-CDG drivers.
I dun see much impact on the regulations on training but the backdoor to increasing pool of drivers may come from available foreign quotas for limo companies to hire PRs and work permit holders who should not be put off by the presence of car decals, and they are more hungry than TDs for pax, cheaper than TD's ride for pax, better responses than TDs and hence a boon for consumers.
A paradigm shift to change the way structured-taxi companies operated from simply renting and increase rents, managing demand and increasing fares?
More options for consumers as a result of TDs who keep choosing and rejecting pax, and maybe more options for TDs to choose taxi, car or join buses

There are 3 types of Private Hire Car market:
1. Grab n Uber X
2. Traditional Pte Limo (individually owned like many ex taxi drivers who buy their own Viano n operate limo services on their own)
3. Traditional Limo Companies like San Tours, RMG Travel, etc... - these companies limo drivers are "Employed" on salary.
What MOT announced is for 1 n 2 services, drivers must set up sole proprietor transport company. Before the regulation, PR also can set up.
With this NEW regulations, ONLY SINGAPOREAN can set up.Sole Proprietor company PR and WP CANNOT.
So technically, they can't be uber or Grab driver.
Now when MOT said foreigner can also drive Pte Hire Vehicle - it is meant to be if you are "Employed - paid a salary by a transport Limo company".
So like San Tours or RMG, they may employed a PR to drive because their business already existed for more than 20 years.

PR and WP is still competing with taxi driver.
Imagine 1000 PR is driving 1000 Uber cars on the road now, there will be 1000 lesser passengers for Singaporean driver driving Taxi/Uber. Eventually Singaporean driver harder to find passenger and Singaporean driver still suffer.

To put a decal telling people he is a Grabcar is the main concern by him.......
As he own his own car, a egolistism mentality still apply lor........
