Under what conditions can Taxi Drivers refuse passengers?

Just a question based on an incident that annoyed some of my friends and myself.
Half an hour before 5pm (the usual shift change timing), several cab drivers refused us even though our destination was just 5 minutes away citing their shift change. Seriously, shift change is half an hour away and their shift change destination was in the same quadrant of Singapore.
Best part was, some of them were so rude about it. They just pointed at their watch and say "cannot cannot cannot." Not even, "I'm sorry, I'm afraid I can't make my shift change in time." Cab drivers are part of the service industry, I think they need some level of training or workshop to establish some level of social communications skills when interacting with passengers.

lj la. whats the point of saying so much. even if its in the same quadrant maybe the driver's anticipating jam ahead? or even towards your destination.
eventually it'll just waste your time. not only that, ultimately they won't bring you to your destination.
want them to come down, kowtow and serve you tea to apologise a not?

sometimes they show pasir ris, i say tampines also they take. show bedok, i say tampines also they take.
maybe you just suay. -
got once i saw a cab with green sign coming....
so i flag...
then about 5m away from me, he changed the sign to PUNGGOL
but he still stop and roll down window
and jia jia ask..... chio bu, u wanna go where ah?
i say ubin, then he gave a lan lan face and say, ok.......

Geee, I'm not familiar with Punggol or "Ubin." The only ubin I know is an island across the sea...
I admit I'm quite suay when it comes to cabs... I always get the very GL/weird/talkative drivers. They either piss me off before I even board the cab, or try to convince me to join Opposition Parties or convert me to some other religion.

Cannot lah.. Cab ugly mostly dunno how to use MSN, they only know tagg lah friendster lah or facebook, quite hot.
