Actually there are a few ways of working about it
They should have negotiated with their company on delaying the pay increase and the company pay back some other way. It's not something that cannot be done.
I know how dangerous it is because that time when we went to ballot for a flat, our combined income was like $7,980 or something like that. HDB actually sent us a warning letter.
I actually talked to my boss about a pay reduction till I get a flat at that time.
Anyway, in the end we bought from the open market and the following month our salaries overshot the 8k mark.
Btw can't yr friend buy a flat from the open market?
It would sure be cheaper than a 1mil flat at Buangkok -_-"
