Deadline lapses for Richard Yong to file appeal petition

SINGAPORE : Richard Yong, the former chairman of the old National Kidney Foundation, will not be appealing against his jail sentence.
Although his lawyer had initially filed a Notice of Appeal, the deadline to follow through with the petition lapsed last Monday.
Yong was sentenced to 15 months in jail in September after pleading guilty to three charges.
The sentence was backdated to 4 August 2007, the date he was slapped with 10 charges for various alleged offences.
Seven charges were filed under the Bankruptcy Act and three under the Penal Code.
One charge was under the Penal Code, where he fraudulently transferred property worth over S$3 million to his wife. The other two charges were under the Bankruptcy Act.
Giving the written grounds for the decision on Monday, District Judge Liew Thiam Leng said he could not recall a more aggravated case under the Bankruptcy Act and Section 206 of the Penal Code.
He said Yong had schemed by fraudulently transferring large sums of money to prevent the funds from being taken by court judgement. This deceit meant the money was now unrecoverable.
He added that Yong had also not taken any steps to make good his public obligations and that his misconduct had resulted in detriment to creditors.
The judge also said Yong's conduct has affected the efficacy of the bankruptcy regime, which aims to maximise and preserve assets for distribution to the bankrupt's creditors. - CNA /ls
