Besides the two varieties of karma, wholesome and unwholesome karma, we should mention neutral or ineffective karma. Neutral karma is karma that has no moral consequence either because the very nature of the action is such as to have no moral consequence or because it is done involuntarily and unintentionally. For example, sleeping, walking, breathing, eating, handicraft and so forth in themselves have no moral consequence. Similarly, unintentional action is ineffective karma. In other words, if one accidentally steps on an insect, being unconscious of its existence, this also constitutes neutral karma because there is no intention - the intentional element is not there.

i'm thinking one can also make an effective karma ineffective. and also an ineffective karma effective by adding your attachment, discrimination and thinking to it. for example walking. it's ineffective karma. but u go and add thinking to walking, like say should i walk faster abit, or wear special shoes, or do i need to protect my ankle and knee, or will walking help to reduce weight, etcs? then an ineffective karma had become an effective karma. to make effective karma ineffective might need some skill. i.e. stopping the thinking process in your actions. seeing one's dream can also help what sort of karma you having. as dreams are from the karma seeds, planted in the Alaya.

This exegesis by 江味农居士著 also provided the neutral karma into vow or aspiration of Buddha Sakyamuni daily routine :)

ya, minus the word neutral. :) neutral is another word for pure, 净业 , neither good nor bad karma, which is fine, no need to convert already. pure/neutral karma can go to pureland.
this is for those who can no need to wait to go to pureland and return back to help beings 乘愿在. they already can go, but they don't want to go so soon, hence they can postpone from going. then the rest of their life is consider 乘愿在. in the sense their stay in samsara is not according to karma but according to vow.
for the The Four Great Vows, we purelanders stress on the first 2 vows in this life, the last 2 vows will be accompised in pureland.
I vow to liberate all beings, without number (i.e. must generate bodhi and or faith)
I vow to uproot endless blind passions (i.e. suppress one's afflictions)
I vow to penetrate dharma gates beyond measure
I vow to attain the way of the Buddha
