  Parliament has been dissolved today, ICA building and its services will be stopped and resume only after polling day. So no, you cannot change ur ic now.

  if polling day on weekday, then companies must close
  then alot of employers not happy
  banks must close
  public government offices must close
  then a lot of ppl not happy

  But if its on a weekdays, alot of employee will be very happy instead
