Can the Catholics, who don't celebrate Lunar New Year, do the fast and abstinence on Wednesday? or is it strictly on Tuesday?

Yes, there's certainly no problem for you to fast and abstain on Wednesday. That's the actual requirement in Church Law.
The Archbishop announced through the Senate Newsletter that this year Tuesday
(5th Feb) will be Fast & Abstinence and Imposition of Ashes at evening Masses
(Tuesday) and morning Masses on Wednesday (6th Feb).

Even it is CNY eve, we don't really need to eat so much anyway.", or something like that ;)
