I think because Peter was imperfect just like any of us (denied Jesus 3 times and lost his faith while walking on water etc). I guess Peter wasn't very educated (he was just a fisherman). Jesus meant to have someone as ordinary as any lay people to lead the Church. He wanted to send the msg to the world that the Church and Salvation are for everyone, not just the rich and smart ones.
