  Pardon me, but he looks uncannily like Chancellor Palpatine, and when the camera behind him zoomed onto the crowd, it looks like the scene in Star Wars 2 where Palpatine was inspecting his troops...ok

  Maybe it is due to his background as a member of the German Armed Forces during WW2. But apparently he was conscripted against his will.

  In addition, all students were in the Hitler Youth. It was mandatory for them to join. And all of them would go for route marches during school hours. It was part of the curriculum.
