  Actually, the one that also helped to push was also Mr Howe Yoon Cheong (Then MP for Potong Pasir cum Defence Minister in 1979 to 1984)...

  Well, it was actually late Mr Ong who oversaw the design of the project and monitored the development of the Changi Airport when he was a ministers at that time.

  Cos Mr Howe was then head of PSA Board, even so, aft that he was the Defence Minister how to oversee???

  I thinking we are looking at different time frame.
  
  Mr Ong was the one who oversaw the project when the goverment gave green light to build an international airport.
  
  Mr Ong was also the one who suggested building our landmark tower that stationed a distance apart from the airport.
  
  Without him, the inital development may not go smoothly as planned.

  Well, the 2 person are equally important
  
  W/o Mr Howe, they would have went on with the American and British proposal to expand Paya Lebar, but for Paya Lebar, there's a limit as to how much can we expand
  
  W/o Mr Ong, it T1 wouldn't have opened smoothly
