Some PO find it difficult to protect SG in peace time because they seek the big time action of hunting down for criminals, which doesn't happens much in SG ( which is actually very heng that we don't have big time The-Godfather-like criminals here ).
Some POs, the ones serving National Service, some really find is as an obligatory duty since they've been assigned to SPF to do their NS.. Hence they don't see the point in being a "servant to the public", and only want to be a servant-to-themselves (a.k.a being self-centred ).
Some POs, they've stayed too long in the force that they've lost their sense of direction and don't know what they want in their career. They've lost their passion and zeal for serving the public like how they felt when they first joined the force.. Some lost their zeal because of all the backstabbings and politics going on between fellow officers behind the public's eyes..
Some.. If we ever know their story, we'll start to think "What the hell this guy signed up to be a PO for? For the money?! "
There are many reasons for the existence of non-passionate and I-Heck-Care POs in the force, whatever the reason may be, we still can't deny that the general population of the SPF has done a reasonably good job in maintaining the peace in SG.. So.. kudos to you guys..
