Public performance, need license?

If let's say, one day a friend and I decide to perform a duet somewhere in Orchard, say, the open area outside Ngee Ann City and it's a free performance which we like, never advertise or whatsoever about, do we need a license?
I thought such performances might be a good way to spread arts and culture around, since firstly, it's free, and secondly, it provides a form of exposure and performance grounds to aspiring artists who otherwise would not have the opportunity to display their talent and creativity. -
yup... u need a licence to perform/bask at public places...
can obtain at police posts i think.......(not sure)
if possible can go National Arts Council to get their referral/support.....easier to get if u go through them...... -

i went to see the NAC website.. need audition one.. hmm.. how should we encourage more people to busk around... -
how about starting from the heartlands.....say.....can partner with RCs and CCs to hold those mini performances.....then from there extend to town areas....
i done a few of these b4.....
gather a few nearby music schs to work with u....invite their students to perform....
most of the music schs welcome this as it's a chance for their students to gain some exposure and a place to display wat they have learnt.....
might have to rent the premise though...... -

Anyway if that disable guy who sings at Orchard MRT tunnel can get his approval to bask I don't believe you can be any worst than that. Another place perhaps you can do it is at the big open ground at Orchard MRT where the Fillipinos gather every sunday. They'll appreciate your entertainment. -
