  When the fiberglass packing material blows out of the silencer, excess turbulence forms in the silencer and the turbulence causes a restriction in the exhaust system. This restriction makes the engine run flat at high rpm.

  It is just a simple case of blown packing, just need to replace it. won't really harm the performance of the bike unless you are tokking about top GP riders. Get it done only if you want more response, low end, midrange and top though.
