my suggestion:
38/12/47 to Tanah Merah --> EWL to tamp --> 969 to KTPH. Less transfers. I admit this route can be highly unpredictable at times. They can be as fast as slightly less than an hour, or can be as bad as 1h 15 min or more
alternatively, if u rly dw to transfer so much, u can always take 854.
Ofc i omitted the part where u need to transfer to a bus that takes u to KTPH. Or u can consider walking frm Blk 790 bus stop. Shld be manageable
Seems fine, but suppose if I only want to purchase a bus concession OR MRT concession to save travelling cost, which way would be faster?
(I'm considering walking to NUC Rd to try 31/67 --> 969, but not sure if it would be reliably faster than taking the MRT via EWL/CCL/NSL or a direct 854 prone to possible jams)

For MRT consession, take the EWL/CCL/NSL. Expect human jams
For bus concession, ur suggestion is fine too. 67 is usually faster, but expect jams. They are unavoidable, but at least ure at the comfort of getting a seat

if MRT is a min. 45min or so. By bus i guess it will be 1hr ++. My best bet is 1hr 15min (P.S. if traffic and timings all good, 67/969 can be a good 1hr)

There was one time I used 12/38/47 -> CGL to CGA -> 858 at T2
comparable to the 969 route and brings me directly to KTPH back gate so no need wait for the shuttle that never seemed to arrive
But EWL -> CCL -> NSL then shuttle is recommended too, esp during PM peak when TPE can be really badly jammed up

I would strongly advise you against the 31/67 combo as either of the route takes awfully long to reach tampines. 67 alone can easily take 15 to 20 minutes from Bedok Stn to Tamp int; the same amount of time by MRT would have at least you brought you onto a CCL train.

from newton, go to scott road, turn right to orchard boulevard, tomlinson road, orchard and back to scott road. not sure got layover along orchard boulevard or not.
i think yishun interchange is the starting point...

1st bus 109 departs Serangoon at 5.45am. So by the time reach TPE stop for 110 or 858 is 6.10am?
1st bus 53 reaches Tampines Rd at around 5.50am? Possible, but maybe slower as have to go by Pasir Ris?
1st bus 70 reaches Bowen at around 6.00am? Think this one slower + have to later go by Lor Ah Soo on 53.
Because the last time I needed to reach Changi Airport very early (paiseh its a weekend), I had to take 25 > 2 > EWL as 25 arrived at Bowen first, then take 2 to Tanah Merah as first EWL train towards Pasir Ris had not arrived yet, then take EWL on Changi Branch Line at Tanah Merah. Eventually, I arrived at 6.20am. That day, I did consider 109 > 110/858, but the 1st bus for both 103 and 109 departing Serangoon was 6.00am, while the 1st bus 25 arrived at 5.45am. Maybe LTA should consider extending the operating hours of 109 from Serangoon?
The thing why I put Option 4 and 5 was because I saw that the 1st bus 27 departs Hougang at 5.15am, which is considerably very early, but I do not have early connections to Hougang as the 1st bus 74 and 147 arrives at 6.05am together, 1st bus 132 at 6.30am and 1st bus 165 only at 6.45am. Unless LTA could add early special departures on 132 or 165 as well?
Can someone live in Northwest confirm that SG1748H still at KJ?Dunno if my eyes play trick on me but i see like 1748H park together with 1747 at Sedep.
