Well for STW, the NTWU canteen is open to public, especially on fri after prayers people do head in to get a drink, unless back then some people got chased away because they walked into the bus parking area to snap a cameo back then.
So yeah, I believe it differs on the intention of entering
Like in the case of BV, unless you are heading in to collect service guides, there isn't mich reasons why you will otherwise be in there

I'll explain in my own words. It's like "representing" a bus that you like because it has a unique engine/gearbox to you, or you just see it without fail when taking a service. That's all i know what to say...
