I think it is also by design. Ever see these days that 261 and 269 will leave interchange in pair of 2 buses. So interval is 0-1 mins between two buses and first stop itself. So maybe deployers want this to space out the loading.

Service 157: SBS6319T caught up with SBS5179L at Jurong West Avenue 1. SBS6319T folllowed behind SBS5179L all the way to Boon Lay Bus Interchange

SBS9507Y (43) and SBS3434M (43M) bunched up despite being scheduled 14 mins apart!

Service 157: SBS8409D caught up with SBS3757G at Bukit Batok Road. In the end, SBS3757G took the lead and SBS8409D followed behind SBS3757G all the way to Boon Lay Bus Interchange
Service 198: SBS7354J and SBS7363H bunch along Jurong West Avenue 1

Both arrive together at 7:20am, and depart together~~ 5043D - Front bus, likely 2nd slot @ 7:20am
3540Z - Back bus, likely 3rd slot @ 7:24am

Load for 951E has quite a good load but 850E still need 2 more DD as what I have observe 850E has 2X times the pax as compare to 951E from the first stop.

That's not true. You need to observe at Dhoby Ghaut when bus turns left from Buyong road.. You will see both 850E and 951E DDs packed.

Service 97's bunching is almost extremely high as 2 buses or more may have traveled a little bit far from each other, just like the one on 2 June 2015 where SBS7557R and a Citaro bunched together.

Oooh.. so the load is from Ave 11.. suffering the ppl from Ring Road all cannot board the bus... And also selfish ppl who dun wanna move in when there is space...
It irks me always to just scream and say to move in... The driver always play the announcement but no one move.

951E is packed to the door at Dhoby Ghaut everytime even with DDs. Seen it in the morning when i was on leave from work

Matter of truth is both 850E and 951E are packed to door in AM. I foresee 850E getting another DD very soon. 951E doing fine with 3 DDs for now.
982E first bus also quite packed. Maybe time for another DD that could crossover to 983.
513E Citaro also can be converted to DD slot. Got good loading on all 3 buses.

Hearing from others, there's high demand for 951E. It's 2 out of the 3 DDs available btw. The first one is on 7:11AM slot.
Anyway, observed once that 951E have more pax in the evening peak than 850E(At DBG Stn stop)
951E's third DD is self-deployed from SMRT..not LTA. No official announcement is given.

Took 951E from first bus stop to home, the SD still able to take the load but when 3052R cant tank it, 3053M will tank it behind but at DBG station, the bus is fully packed to the door
