Your observation is partly correct. There are almost 30-40 pax who get down at Chomp Chomp. Hence, if 315 comes before 317, the latter normally goes empty and will not have more than 30 pax on board in peak hours.
When that happens, the loading on 315 will be around 70-75 pax at interchange itself because there are around 30-40 pax who take the service to SGN North Ave 1 and North Ave 4.
When 315 comes to stops on SGN Central, there is no place for people to enter. Hence, the better thing is to make 315 direct to SGN North Ave 1 and improve frequency on 317.

334 loading cannot be compared to 315/317. It is extremely high, and lately 4 B9TLs have been deployed to take care of the load ~ 50% of the fleet is DD now

Come on. There was a terminal at Sompah, Hougang St 21 and so many other places all around the city.
With time the route needs to change. What has historical background got to do with it? 315 needs to be direct to SGN North Ave 1 and not go Chomp Chomp way. 317 is there for that. 73, 156 are there to connect YCK Road and Serangoon North Ave 4 to Chomp Chomp.

315 didn't ply Serangoon Gardens in the past until its merger with the former service 318.
And another error...156 didn't ply Serangoon Gardens at all.
