I think they are building multi-storeys for the Changi bus park though. Otherwise if they're only going for a ground-level design, sooner or later they'll run out of space to expand. Good choice to build multi storeys first, then if not enough capacity, can expand out to neighbouring plots & build more multi storeys on those newer plots? If they only build at ground floor, very hard for them to try to build more storeys later on on their existing land.
Think BNDEP is suffering because of this, cause I don't think BNDEP is exactly affected by the flight path of planes from Changi. The fire station down the road is in the flight path, but BNDEP's location I seldom see planes flying over for that matter. Plus the industrial building opposite BNDEP already dwarfs the neighbouring buildings, that's why even if BNDEP went with multi storeys back then, I think that would have been plausible?
The higher tender price doesn't justify if it's just because SBST has a larger fleet for the bus park...it's like 3 times more though.

Taking quick looks at the progress of the Changi bus park from the MRT, I think the bus park is a single storey affair. Really looks like it's near completion.

Yeah its near the junction where svc 174 turns into Jurong Rd..Opp the heavy veh park is the big empty space of land.
