Haha this is impossible. Look at how SMRT abuse 965's fleet. NEW MANS MAH FOOT. They don't even bother to send the new BSEP MAN for 965's BSEP fleet add. All 965 ever received all these while are hand-me-downs, so I won't be real pleased anyway.
I can even predict perhaps 3007 will soon be replaced by a O405 to serve as BSEP fleet add haha.

When a certain bus gets new WAB buses, they have to dump the old non-WABs somewhere else, like how they dumped the VOs on 23, 65, 74, 132, 153, all JIS services etc. instead of making them SP buses.
965's case is because SMRT chooses to dump the O4s on 965.
163's downgrade earlier on was due to HGDEP still having lots of MK3s at that time, and had to deploy them on certain services.
70's case is due to not enough SP WDDs at AMDEP, as mentioned by SBS 9631X. Don't think ADD to WSD replacement is good, as it is a high demand CBD service.
If they feel the demand there they will raise the quota.
Just like last year 1st Quarter how they increased 171's WAB quota slowly.
And last year how they increase 166's wab quota. And how I find all those fucking perm DM3500s and Wrights

171's case was mainly due to WLDEP side which did not have any new OC500LE intake back in 2009. It was only when MAN A22s rolled into the fleet which benefitted the WAB quota for 171 later on.

I agree with you for 70. 70's distant should be able to cope with kubs. Citaros should go to svc which run around approx 50km like 24 and 53. Though 24 dosen't hit 50km, the distance covered by it is 49.5km, whereas 53 is 53.3km or 53.4km, depending on where it parks at Bishan Int.
And all those rotten KUBs stay in AMDEP to get rotten? Throw to 70 and bus svcs that are wab but with low wab quota.
