There is a paper pasted on the driver's seat stating 163M. Wonder if that's a perm stix.

I'm not sure. The sticker pasted at the coinbox or windscreen showing the rego plate and bar code maybe perm stix. I don't know if it is.

sv43 demand is from SGN stn till Yio Chu Kang/Buangkok area[before Buangkok stn] only, after tt very few pple alight/board which explains its 17 - 18mins freq off peak
i have witnessed it myself a couple of times...
DDs can be better utilised for other HG services...

You dun take 43 during peak hour right? Would you rather board a bus standing or would you rather pay for a seat comfortably back home? 43 can be very packed during peak hours, and some could have to wait for another 43 to arrive as they can't board the packed KUB/MK3. It's the same case as 9669M on 163, it's to accommodate more passengers so that they can either have a comfortable journey home or even able to board the bus home asap.
Also have to take PIW into consideration. PIW may be able to board the 43 for this case if the bus is not too packed when DD are deployed.

I hate to say this, but you are stereotyping all those services with Citaros as services with poor demand. That is absolutely not true. Go and look at the airport services using Citaros, they are always packed from the airport almost all day (10pm at night it is still packed) unless there is bunching. Regardless of whether a KUB or Citaro comes.
Constant Citaros on 43 is just because HGDEP is using them as any other spare bus to go on its services, just like any other HG SP Mk3/Mk4s. Nothing to do with how poor the demand is please.
