I believe conducting thorough checks are the engineers job.
CEO change or not change I do not think will have any impact. In fact, change the management or how it works is the utmost important thing to do now.

The ceo doesn't have to be an expert in the business but at least he needs to have basic knowledge of how trains run, electrical wirings, electrical circuits, tracks, train models etc.
That means he needs to have a basic engineering degree minimum.
Otherwise, how to make major decisions when the engineers recommend solutions? Just tell them to do whatever they deem fit? Anything cock up, blame the engineers, but if good results take all the credit?
You won't get a ceo from the F&B industry to take over Steve Job's position at Apple right?
the mgmt's main job is how to manage the place and keep it moving whether is it normal or in crisis mode...
it's also good the mgmt has basic knowledge on how the ground is done, or else it's very difficult to get things done also.

If you force open the door, the motor that powers the door spoil => if power somehow is restored, then because YOU spoiled the door, the train would not be able to move anyway. And then what? Further disruptions even after the train is alright?
Train incidents cannot be wholly avoided. And now that they increase the trips, the likelihood of break down increases.
Nor do I think the chaos outside of the train stations can be resolved easily. Simply because there's little alternative to start with when it comes to our transport system. I will blame "streamlining of operations" and "cost-saving" when they removed duplicating services. Ignore whatever the transport minister says for a while and use your eyes and brains. The situation can be improved, but blaming SMRT in its entirety is naive and superficial.
Furthermore, SMRT clearly lacks the resources for bridging services for such a major breakdown.
Dare we fragment our transport system further through further deregulations? All my past arguments AGAINST further competition has been borne out in such chaotic fashion.
