  second bus is not fixed...
  
  1st bus is half full[before alighting] when it reaches Fullerton bus stop, 2nd bus is not quite empty

  think he didnt mentioned 828L cos its the perm bus that's on the 2nd slot.

  as said on his 7 Oct post if the 2 buses are not 468S and 828L it will be listed... right?
