for night shots, you need a tripod esp if its a compact cam. unless your hands are able to be completely still for about 1sec. if you're a dslr user then you can do freehand night shots at about 1/10 shutter with high ISO of about 1600 since it wont be grainy. lastly, the bus has to stop and lighting must be correct.

that would depend on what you want the outcome of the photo to be.
if you want something abstract then maybe its done ok only as your equipment moved that made the bus look weird in terms of its position.

thats crazy for a compact camera. unless you want super grainy pictures. why don't you try it and show us an example? 1/30 is also quite dark even if you use a DSLR with ISO 800.
