When they mean intro of new fleet, they do mean it.
They've been introducing new buses onto CW2. This year alone, they have intro-ed 2 Volvo B7Rs and 2 MB Coaches. The B7R might have entered last month but i'm unsure of when they were intro-ed but really, Handal Indah from what i can see will be a key player soon. Only factor now is of course the maintainance factor of their buses.
Over the past year, i've compared CW2 to SJE and i see that CW2 is the service which is more efficient, has a faster frequency and good bus cleaniness overall as compared to SJE which still has a majority MAN fleet but this will soon change as SJE will have to de-reg their MANs starting end of this year according to one motoring.

SJE dun have a big fleet.
Wat's more CW2 buses during off peak can travel at 80kph as they wish. No one can really catch them being foreign reg vehicles.
CW2 neither do have 'efficient' services if nothing changes. U can see 10 over CW2 buses rotting at Queen St during off peak waiting for their cue.

Over there in land tat's semua boleh, everything is subsidised be it diesel or road tax. Even LTA only charges S$25 per Handal Indah bus under e ASEAN PSV scheme. Clearly HI should have fatter margins than SBS or SJE if mentioning vis a vis CW1 & CW2 (160/ 170). Yet you see CW1 & CW2 having fare hike from JB when KL raised fuel prices.
Wa like tis, isn't SBS or SJE can go jack up S'pore bound fares since they're also disadvantaged because of currency exchange rate?
Furthermore they dun have to invest in something called farecard system.
Hence the real cost is purchasing of new buses.
