Here are 2 i can think of right now...
1) Bishan Park 2 - they conduct lesson in 2 session for about $15 i guess and there is a skating ring meant for beginners too.
2) East Coast Park at Carpark F1 (between East Coast Lagoon and Bedok Jetty) - There a van there during the weekends where they rent roller blades and there is a track block for them to conduct lesson for beginners only.
