If you were the government, what will you do with litterbugs

From time to time, and more often these days, I see photographs of people who have been put in court for littering on the streets. Well... maybe... there is merit to bad publicity, for the sake of a cleaner Singapore.
But I do ask myself.... are there other measures that will work just as well? I wonder how citizens, born and bred here, feel when they see these articles on the papers.
Now imagine you are the Singapore government, knowing how your citizens will respond. What will YOU do to control the litterbug problem?

If I were the government, hor say liao leh!
Even though I can't stand staying here anymore, I still love most of my friends and family since they are all here. So to help myself and them, here are a few ideas.
1) Convert Sentosa into international F1 race tracks. Boost for hotels/tourism/entertainment for Singapore.
2) Get rid of all idiotic theme parks and convert into nature reserve with real animals like endangered ones. Have guides walk tourists in wooden tunnels around the park to prevent feeding of animals and lessen human contact.
3) Do something about East coast lagoon. Like make a outdoor Surf park. Pump out seawater, pump in Newwater to use for surfing. Or make a really clear seawater lagoon and put corals and nice marine fishes in it where people can actually snorkel in it. Maintenance comes from fee of snorkelling in it. Charges can range from $50 for 2 hours limited to 150 people a day in case everyone starts peeing in it and fishes/corals start dying. Artificial lighting (flood lights) should generate about 2-3 hours for more evening/night business. From 6am to 10pm. 8-10pm can charge 80 for night snorkelling where nocturnal fishes come out to play.
4) Get rid of Laguna Golf course or any other stupid huge golf course and make into reserviors. The thought of NEwater in my locally produced Coke/Soup/food disgusts me. I'd rather rainwater.
5) Do something with Esplanade, like offering cheap arts show etc. I don't see anyone going there much for any f^%#ing event other than walking around. -
6) Convert Pasir Ris beach into a proper beach, eg. like any beach in phuket/bali. Water dirty no choice, at least make the beach longer out to sea.
7) Preserve Geylang forever! Preserve Katong! Preserve Ubin! Preserve Chinatown! (oops, too late)
8 ) Get rid of some army camps, eg the one near Punggol waterway and convert into some chill out place with boat rentals for those with marine license.
9) Allow proper alternative media (not Today/Streats/New Paper)
10) Build a classy casino. Or convert Esplanade into a casino! Have shows, musicals, stage plays all in one. people who dress up to go there can go casino afterwards. -
11) Dedicate nice quiet areas near boring residential areas to have quaint bookshops, small cafes, delis, small coffeeshop like the Kiliney Kopitiam in Siglap/Colbar etc... 4-5 will do in say Punggol/Sengkang/Jurong West/Tuas. Backpacker type love these kinda areas.
12) Design better looking HDBs. This does not mean adding red/yellow/green/blue paint to it. It means maybe cream colour with nice windows. No need for all the fancy lightings etc just a nice design outlook with a spotlamp at voideck area shining a beam to illuminate it.
13) Do something with Marina South other than making it into another CBD. Anything is better than that other than leaving it blank.
14) Have a real bi-annual flea market in a designated area. Not the usual pasar malam or those New year f%#$ing festival thingy at marina square there.

attach them to the cleaners who clear all the public bins, roadside rubbish, and o cos those hdb rubbish chutes, for one wk.
