Radio in every household

  ... according to Ho Peng Kee, the better way to communicate is via the media in the event of a disaster ... e.g. a blackout...
  
  So does each household mandatory to have a radio (those battery operated type) ? So tat in the event of a blackout, the media can reach each household for updates on happenings...
  
  then radio station kenna blackout how...or terrorist attack + blackout???
