The black hood / Bonnet is probably either painted to look like carbon fibre or it is an actual carbon fibre bonnet.
As for the pins, they are called bonnet pins in some parts of the world and they are used to secure the bonnet onto the car so that at high speeds and cornering, the g forces do not force the bonnet open.
Seeing that it is on a street car, ie: driven in singapore, with speed limits of 90kph, bonnet pins are not necessary.
So, the owner probably used it for cosmetic purposes only. The thing to note for bonnet pins is not to get chrome ones but rather billet ones. The chrome plating can erode in time and rust will attack the base plate as well as the pins. Bilet on the other hand may require more polish hours but will last longer.
